아프가니스탄 내 아동보호를 위한 국제사회의 행동을 촉구하는 월드비전 성명서

한국 월드비전은 아프가니스탄의 급격한 변화로 셀 수 없이 많은 취약 아동들이 피해를 입을 수 있음을 경고한다. 무서운 속도로 아프가니스탄의 정세가 변화함에 따라 학교가 문을 닫고, 식량 부족에 시달리며, 피난민들의 수 또한 급증하고 있다. 아동들과 가족들은 은신하거나 도피하고 있으며, 이들의 기본권은 박탈당하고 있다.

 

2021년에는 아프가니스탄 인구의 절반인 1,840만 명(아동 820만 명 포함)이 인도적 지원 및 보호가 필요한 상황이며 이 수치는 계속 증가하고 있다. 또한 아프간 인구의 30% 이상이 심각한 식량위기를 겪고 있다. 유엔에 따르면 올해 말까지 50만 명 이상이 피난길에 오를 것으로 예상된다. 코로나19 상황은 더욱 악화되고 있고, 이에 대한 예방책은 부족한 상황이다. 인구 4천만명 중 지난해 2월 이후 현재까지 보고된 코로나19 환자는 13만 9,051명이며, 사망자는 6,098명이다.

 

아프가니스탄월드비전 아순타 찰스 회장은 “아프가니스탄 내 주민들이 겪는 취약성과 공포는 기록적인 수준이며, 이에 아동에 대한 폭력, 학대, 착취의 위험은 가중되고 있다. 이미 분쟁과 극심한 가뭄, 코로나19의 영향 속에서 살아남기 위해 고군분투 해 온 아프가니스탄 주민들은 이제 아동을 보호하기 위해 조혼 등의 극단적 해결책에 의존해야 하는 상황이다. 아프가니스탄 사람들은 강한 의지와 회복력을 지녔으나 이제는 한계에 직면했다. 아프가니스탄은 현재 역사상 가장 취약한 상황에 처해있으며, 월드비전은 그들과 끝까지 함께할 것이다.”고 전했다.

 

월드비전은 분쟁의 모든 당사자들이 취약한 아동들을 우선적으로 보호할 것을 촉구한다. 국제인도법을 준수하여 아동, 가정, 지역사회를 보호해야 한다. 또한 국제사회는 전례 없는 인도적 재앙을 막기위해 인도주의 활동을 지속해야 한다. 지속 가능한 인도적 지원 자금의 확대, 외교적 노력, 항구적 해결책을 위한 국제적 책임 그리고 아동인권 보호를 위해 약속할 것을 촉구한다.

 

아동은 복합적 갈등과 위기를 해결함에 있어 핵심이 되는 존재이다. 어느 때보다 아프가니스탄의 아동들을 위험으로부터 보호하는 것이 시급하다. 아동들을 위해 국제사회의 모든 당사자들은 아프가니스탄의 인도적 지원을 최우선에 두고 갈등을 종식시켜야 한다. 월드비전은 아프가니스탄에 상주중인 300여명의 직원들과 함께 인도주의 활동을 펼칠 것이다.

World Vision: Act now to avoid failing the children of Afghanistan

 

As power dynamics change by the hour across Afghanistan, International aid agency World Vision warns that countless more vulnerable children will pay the ultimate price as they are caught in the maelstrom. At terrifying speed, territories and control are changing, schools are closed, food is scarce and forced displacement figures are soaring. Children and families are in hiding or fleeing and their fundamental rights are being denied.

 

The numbers are staggering.

 

Almost half the population – 18.4 million people (8.2 million children) – have needed humanitarian and protection assistance in 2021 and this is growing. An acute food insecurity crisis is faced by more than 30% of the Afghani population (12.2 million). Accelerated forced displacement is projected to result in 500,000 people fleeing across various provinces by the end of the year1. The pandemic continues to worsen, and preventative measures are lacking. In a country with a population of close to 40 million, so far only 139,051 COVID-19 cases and 6,098 deaths were reported since February 2020.

 

“Extreme vulnerabilities and fear are at record levels and children are at greater risk of violence, abuse and exploitation. Families who are already struggling to survive destitution related to this conflict, a devastating drought and the effects of COVID-19, are now resorting to the most desperate of measures to protect their children, including child marriage. History has shown that the resilience and fortitude of the Afghan people is extraordinary. But it has its limits.  They are now at their most vulnerable and we cannot abandon them now.” says National Director Asuntha Charles.

 

World Vision calls for all parties to the conflict to put vulnerable children first. International humanitarian law must be respected and the lives of Afghan children, their families, and communities prioritized. The international community must maintain its presence on the ground to prevent an unprecedented humanitarian catastrophe. Further commitment must be made to increased and sustained funding supports, diplomatic engagement, international responsibility for durable solutions, and the protection of child rights.

 

“Children are the single greatest asset to any sustainable, durable solution to multiple crises. For their sake, all sides must put the humanitarian needs of their people first and end this conflict. Together with our +300 Afghan staff, World Vision will stay and deliver.” Ms. Charles said.
